"What is network neutrality? Well, the basic premise is this: People should have the right to access online, in a free and unfettered manner, any type of content that is not illegal, based on the predetermined speed they are paying their Internet-service provider (ISP) for each month. That is, with network neutrality, the content becomes irrelevant. The network "pipes" coming into our homes are — or at least should be — "dumb," blissfully unaware of the types of data they carry. A frequent mantra among network-neutrality advocates perhaps sums it up best: "All bits are created equal.""
